Who We Are

California's expert voice on producer responsibility.

The California Product Stewardship Council (CPSC) is a powerful network of local governments, non-profit organizations, businesses, and individuals advancing policies and projects where producers share responsibility for managing problem products at the end of their life.

As California's thought leader on the Extended Producer Responsibility movement, CPSC has helped pass landmark legislation and run pilot programs that prove a circular economy works — keeping toxic materials out of communities and creating new markets for recovered resources.

Our Mission

To shift California's economy from a linear model — one that subsidizes resource extraction and ratepayer-funded disposal — toward a circular economy built on producer-financed recovery programs with transparent, reliable oversight.

Our Vision

Producers hold primary responsibility to establish, fund, and manage end-of-life systems for their products — with accountability and transparency that improves the health and well-being of all Californians.
